PROBLEM TO BE SOLVED: To provide an electrostatic charge image developing toner having excellent storage stability of the toner, producing no odor by volatilization of the solvent included in the toner, and preventing deterioration in a device, particularly deterioration in a resin such as deformation and cracking in resin parts in and around a fixing device housing and a fixing device, to provide a method for manufacturing the toner, and to provide a method and a device for forming an image by using the toner. ;SOLUTION: In the electrostatic charge image developing toner containing at least a binder resin and a colorant, a solvent is used during manufacturing and the solvent is a mixture solvent of a high boiling point solvent and a low boiling point solvent.
