A forcible access handoff method for obtaining access channel capacity and a system therefor are provided to forcibly execute handoff to a neighboring cell having the strongest signal strength among neighboring cells, at a particular time even though the current circumstance is not appropriate for handoff, thereby obtaining access channel capacity. A mobile communication terminal continuously measures signal strength of pilot channels to measure the signal strength of neighboring cells(S510). The terminal decides whether the signal strength measurement of the neighboring cells is completed(S520). If so, the terminal separates a maximum signal neighboring cell having the strongest signal strength(S530). The terminal decides whether the M+1th lower access attempt is conducted among access attempts in an active cell(S540). If so, the terminal decides whether normal access handoff up to the Mth lower access attempt is conducted(S550). If not, the terminal is forcibly handed off to the maximum signal neighboring cell at the M+1th lower access attempting time(S560).
