An opening/closing crime prevention window locking device of a building is provided to open/close a crime prevention window and to prevent stealing by preventing the locked crime prevention window from being randomly unlocked. An opening/closing crime prevention window locking device of a building formed at a crime prevention window formed with square frames and lattice window bars comprises first and second key holders(110,120) formed on the frame to prevent the frames from being forcibly opened; a key block(130) attached/detached on the first and second key holders to lock the first and second key holders; and first and second locking pins(140,150) combined with the first and second key holders and the key block to prevent the key block from being separated.
