A method for preparing a photocatalytic titanium oxide sol is provided to have excellent photoactivities, stability and dispersibility by preparing a photocatalyst from a titanium compound through hydrothermal synthesis and aqueous synthesis. A method for preparing a photocatalyst sol by using hydrothermal synthesis and aqueous synthesis comprises the steps of: hydrolyzing a titanium compound with water, adding an organic solvent and an acid into the hydrolyzed titanium compound, and performing a hydrothermal synthesis reaction to grow a crystal; mixing a titanium compound and an organic solvent with water, heating the mixed solution, and adding an acid into the heated mixed solution to improve dispersibility of a resulting solution through an aqueous synthesis reaction; and mixing respective compounds obtained through the hydrothermal synthesis and the aqueous synthesis to obtain a photocatalyst sol. The titanium compound is tetratitanium isopropoxide, titanium alkoxide, titanium chloride, titanium nitrate, titanium sulfate, or titanium aminooxalate. The organic solvent prior to the hydrothermal synthesis is ethyl alcohol, methyl alcohol, or isopropyl alcohol. The photocatalyst sol has a titanium oxide content of 0.5 to 5% by weight. The hydrothermal synthesis reaction is conducted at a temperature of 150 to 200 deg.C and a pressure of 10 to 20 atmospheric pressures for 2 to 3 hours.
