A method for manufacturing a metal film having an increased surface area and a metal catalyst having an increased surface area are provided to obtain a metal or metal oxide having a porous surface used as a template by adding glycol to a metal solution. A method for manufacturing a metal film having an increased surface area comprises the step of causing a metal surface or a conductive coating body to be subject to reaction in a metal solution including surfactant using an electro-chemical scheme. The surfactant includes one selected from the group consisting of Nekal A(diisopropyl-naphthalene Na-sulfonate), Nekal B(dibutyl-naphthalene Na-sulfonate), LAS, linear alkyl benzene sulfonate, ALS(ammonium lauryl sulfate), SLS(sodium lauryl sulfate), SLES(sodium laureth sulfate) and SDS(sodium dodecyl sulfate, CH3(CH2)110SO3Na).
