Production of decorative base paper for a paper laminate involves impregnating a base paper with a pigment mixture of titanium dioxide and water. The titanium dioxide pigment is made by: (a) treating a mixture of titanium dioxide pigment and water with a source of phosphorus and a source of aluminum; (b) drying the treated mixture to form a treated pigment having surface hydroxyl groups; and (c) removing a major proportion of the surface hydroxyl groups of the treated pigment. An independent claim is included for a decorative base paper for a paper laminate comprising a base paper with a pigment mixture of titanium dioxide and water, where titanium dioxide pigment comprising a thermally treated titanium dioxide having an inorganic surface treatment with a source of phosphorus and a source of aluminum, and the pigment having isoelectric point of greater than pH 6 and negative zeta potential of at least 20 mV at pH =7.5, and thermal treatment involving exposing the inorganic treated titanium dioxide to 300 - 800[deg]C.
