PROBLEM TO BE SOLVED: To reduce a light quantity required for light for body hair growth regulation.;SOLUTION: The optical body hair growth regulating device comprises a light irradiating unit 2 for irradiating the light irradiation object part of a human body with the light for regulating body hair growth, and a reflectance reducing unit for reducing optical reflectance in the light irradiation object part during light irradiation from the light irradiating unit.
