PPROBLEM TO BE SOLVED: To extract maximum electrical power from a solar cell battery and also utilize the power for charging when a generated voltage of the solar cell battery is lower than a voltage to charge the storage battery in a control system of an independent power supply utilizing the solar cell battery. PSOLUTION: The control system of the independent power supply including a storage battery that is charged with input power from a solar cell battery and an electric double-layer capacitor for storing excessive electrical power includes a means for controlling an input voltage from the solar cell battery for step-up and step-down in order to obtain maximum power from the input power of the solar cell battery, a means for charging the storage battery when a voltage in the maximum power is boosted and becomes higher than or equal to the charging voltage of the storage battery when the voltage in the maximum power is lower than the charging voltage of the storage battery, and a means for charging the electric double-layer capacitor with extra power when the storage battery is not in a full-charging state but when the maximum power of the storage battery is not smaller than the sum of the charging power and the load power consumption of the storage battery.
