PPROBLEM TO BE SOLVED: To accurately compute a hand-blur vector used in electronic hand-blur correction. PSOLUTION: An imaging screen is divided into a plurality of regions, movement vectors are computed for each divided screen, and a hand-blur vector of the whole screen is computed from each movement vector. In this occasion, while a combination of movement vectors serving as a pair is determined among a plurality of the obtained movement vectors, a vector value applied a predetermined operation to two movement vectors constituting the pair is computed for each pair. A weighted mean value is computed for the vector value for each pair by summing averaging operation in a weighting computing unit 65 to obtain a hand-blur vector, using distance between two divided screens, by which two movement vectors of each pair is determined as a weight.
