PPROBLEM TO BE SOLVED: To simplify structure, to facilitate manufacturing, to save energy, to facilitate execution, to reduce a cost, and to reduce direct and indirect air pollution carried by a conventional air-conditioning system, a high cost situation in an electric power using type air conditioning system and various natural environmental destructions by a combustion type heating system. PSOLUTION: This heating-cooling air conditioner is composed of a box type water storage tank 1 for storing water W and comprising a heat conductive steel pipe, and an air circulating pipe 4 incorporated under a condition immersed into the water W stored in the water storage tank 1. The air circulating pipe 4 is formed into a straight tube shape, and is provided with an air supply port 2 and an air blowing port 3 for supplying outside air.
