PROBLEM TO BE SOLVED: To reduce the size and cost of devices in a paper conveying device, a paper treating device, and an image forming device.;SOLUTION: When a stepping motor 29 is rotated in one direction, a drive force is transmitted to a cam 27, and the cam 27 is rotated. When the cam 27 is rotated, a cam pin 27-B is also rotated to reciprocatingly move a link 26 with an elongated groove 26-A in the axial direction of a slide shaft 7-A for shifting operation. When the stepping motor 29 is rotated in a direction opposite to a direction in which the stepping motor is rotated to drive shift rollers 7, the drive force is transmitted to a gear 30. A worm 32 is formed on the drive shaft of the gear 30 so as to be rotated integrally with each other, and a rotating cam 33-A is rotated through a worm wheel 33.
