PROBLEM TO BE SOLVED: To provide a black flat cable cladding material having insulation capability and high black design effect, and a black flat cable using it.;SOLUTION: A black printed layer having a surface resistance value of 10⁸-10¹³Ω, and if necessary, a primer layer and a thermally adhesive layer are laminated one by one on one surface of a base material film, and this black printed layer, contains 5-20 mass % nonconductive carbon content, 73-92.5 mass % binder precursor content and 1.5-7 mass % curing agent content.
