PROBLEM TO BE SOLVED: To provide an electro-optical device which displays a bright picture with high image quality and excellent display quality by forming a reflection film having satisfactory light scattering properties whose manufacturing steps are efficient.;SOLUTION: In a substrate for the electro-optical device having the reflection film having light scattering performance, the surface of the reflection film is rugged to obtain light scattering properties and a resin layer which constitutes a light scattering layer has a layered structure. When the resin layer has a two-layered structure wherein the rugged surface is formed at a lower layer part and an upper layer part is flattened, an adhesion defect and a pattern defect of a rugged film are easily generated. These defects are solved by forming a flat film at the lower layer part and the rugged film at the upper layer part. A method to form the rugged films at both the lower and the upper layer parts is also provided for further enhancing light scattering properties. Thus, the electro-optical device having high display quality, wherein light scattering properties is enhanced and the adhesion defect and the pattern defect are eliminated can be obtained without increasing the number of the manufacturing steps.;COPYRIGHT: (C)2004,JPO
