PROBLEM TO BE SOLVED: To provide a method for partially applying thermoplastic powder paint to tapered pipe which copes with the run-out of the tapered pipe when partially painting the tapered pipe, and can make a boundary between painted part and another part a clear straight line, and its device.;SOLUTION: While a heating device 2 moved to a painting boundary is moving to the bottom end of the tapered pipe 1 together with a painting device 3, the heating device 2 heats the tapered pipe. When the painting device reaches the painting boundary of the tapered pipe, the painting device is stopped while continuing the movement of the heating device, and the thermoplastic powder paint is sprayed from the painting device to the tapered pipe, and at the same time air is uniformly sprayed to the outer periphery of the tapered pipe at the heated painting boundary of the tapered pipe, which prevents the thermoplastic powder paint from the painting device from flowing outside of a boundary line to establish a painting boundary line.
