A method and a system for converting and connecting a communication network are provided to support vertical handover between different communication networks, thereby minimizing the interruption of a communication service and securing the mobility of a terminal device in a communication environment. Link information about a linkage state with a first communication network is periodically created(S810). Link information related to the linkage state, which is varied between continuous periods, is analyzed(S820). Unless the linkage information satisfies a predetermined standard, the first communication network is de-linked and then a second communication network is linked by performing vertical handover from the first communication network to the second communication network through an IEEE(Institute of Electrical and Electronics Engineers) 802.21 standard(S830).
