An apparatus and a method for adaptively controlling a bit rate and a 3D(Three-dimensional) stereo-scopic image coding system using the same are provided to code an image with a large complexity of an edge of a boundary line, thereby reducing degradation of picture quality due to the edge of the boundary line. A picture quality measurement unit(331) measures the difference of picture quality between a left image and a right image outputted from an image coding device(32). A bit rate controlling unit controls a coding bit rate of the left and right images in the image coding device such that the measured picture quality difference is maintained within a certain reference value. The bit rate controlling unit includes a bit rate generating unit(332) for generating a new coding bit rate of the left and right images by using the measured picture quality difference such that the measured picture quality difference is maintained within the certain reference value, and the first and second bit rate converting units(333,334) for converting the new coding bit rate into quantization parameter and transferring the same to the image coding device.
