A pre-heater for a liquid fuel burner and a burner using the same is provided to pre-heat a fuel up to a predetermined temperature and supply the fuel to a torch of a burner. A pre-heater for a liquid fuel burner includes a heating vessel(10), a heating device(20), and a fuel circulating device(30). The heating vessel is used to heat a fuel. The heating device controls a temperature controller(23). The temperature controller supplies or cuts off electricity such that the temperature of a fuel is uniformly maintained according to information about a temperature sensor(21) and a heater(22), and information about the temperature of a fuel of the heater. The fuel circulating device is connected to a fuel outlet(13) of the heating vessel. The fuel circulating device includes a fuel pipe(31) connected to a torch of a burner while passing through the inside of the heating vessel.
