The device has a case (2) for allowing a rod to be partially imprisoned in the case and sliding through a guidance system which is inclined along an angle for supporting a dustbin seal (1) that allows different positions, uses and functions. The case is integrated with a plate (4) by a pivot (12) where the plate is fixed to a wall or a stud of the device. The rod has a sliding mechanism end (8.1) which leaves and enters the case through a slit (11) that is carried out at a rear of the case, by sliding the rod in the case along the angle and along positioning of the rod.
