PROBLEM TO BE SOLVED: To provide an oil filler cap capable of eliminating the filling of oil at site and preventing oil from flowing out through an air vent hole before an anchor head part is inserted thereinto and a method of manufacturing the oil filler cap.;SOLUTION: A container-shaped cap body opened at one end is prepared (step S101), and a bag body in which a rust preventive material is enclosed is inserted into the cap body (step S102). As necessary, the bag body is secured to the inner wall of the cap (step S103), and the opening part is closed in an openable state (step S104). When the anchor head part is inserted into the bag body through the opening part and the cap body is secured, the bag body is ruptured by the insertion.
