PPROBLEM TO BE SOLVED: To provide a "traffic congestion information acquisition system and traffic congestion information acquisition method" for, in real time and continuously, acquiring congestion occurrence and congestion continuation circumstances after the congestion occurrence. PSOLUTION: A traffic congestion information acquisition system is composed of an in-vehicle unit and an information center. Each in-vehicle unit is provided with a first control part for, transmitting the result and the location of an own-vehicle at that time to the information center when it is detected that a hazard lamp has been turned on. The first control part transmits the vehicle speed and own-vehicle location of an own-vehicle to the information center when the notification of the traveling state of the own-vehicle is instructed from the information center. The information center is provided with a second control part for detecting the congestion occurrence spot from the location of the vehicle which has transmitted the information when acquiring the information showing that the hazard lamp has been turned on. The second control part specifies one vehicle from among the plurality of vehicles which have transmitted the information showing that the hazard lamp has been turned on, and continuously acquires the traveling circumstances of the vehicle, and detects a spot where traffic congestion is relieved.
