PPROBLEM TO BE SOLVED: To suppress uneven impregnation, enhance the surface uniformity of an electrolyte membrane, enhance quality of a composite polymer membrane, make a manufacturing device and environment compact, efficiently impregnate by elimination of squeeze-out of electrolyte resin, in the manufacture of the composite polymer electrolyte membrane by impregnating electrolyte resin in a porous membrane, and thereby to enhance power generation performance of a fuel cell including the composite polymer membrane. PSOLUTION: The manufacturing device of the composite polymer electrolyte membrane is equipped with a means supplying a porous membrane which is a reinforcing membrane; a means supplying a polymer electrolyte single membrane having proton conductivity or a polymer electrolyte precursor single membrane showing proton conductivity by hydrolysis; a means heating the porous membrane and the polymer electrolyte single membrane, or the porous membrane and the polymer electrolyte precursor single membrane showing proton conductivity by hydrolysis; and a means pressure-impregnating the polymer electrolyte single membrane or the polymer electrolyte precursor single membrane showing proton conductivity by hydrolysis into the porous membrane.
