PROBLEM TO BE SOLVED: To uniquely specify a plurality of sessions among a plurality of devices related to one call, and to prevent the repetition of processing and the generation of a signal loop.;SOLUTION: A terminal 10-1 generates a session group ID and a session ID and sets them in the corresponding signal when starting a call. A session controller 11 specifies a service to be cooperated which is to be started in succession from the analysis result of the signal on the basis of the session group ID when receiving the signal, and transmits the signal setting the received session group ID and the new session ID. A service cooperation device 12 specifies the service to be cooperated which is to be started in succession from the analysis result of the signal when receiving the signal, and transmits the signal setting the received session group ID and the new session ID.
