PROBLEM TO BE SOLVED: To provide a multimedia compatible floor right management system for synchronizing floor right between media concerning a multimedia service using one or a plurality of media servers.;SOLUTION: A floor right management server 30 for managing floor right assignment policies for multimedia is arranged independently from a media server group 20 that provides each media service. The floor right assignment policies for the multimedia to be assigned to the media server group 20 are stored in a floor right assignment policy part 33. A floor right assignment determining part 32 performs control to synchronize the floor right of each of the media. A floor right assignment policy part 33 performs setting by integrating the policies already set in the respective media servers of the media server group 20 or inputting the policies for the multimedia from an unprescribed terminal of a terminal group 10 or a server such as a presence server 40.;COPYRIGHT: (C)2007,JPO&INPIT
