PROBLEM TO BE SOLVED: To provide a drive simulating and evaluating device, a computer program and a drive simulating and evaluating method that can simulate and evaluate the drive state of a vehicle nearby an intersection in real time.;SOLUTION: A traffic information generator 10 generates information regarding a traffic state showing a dangerous travel area, determined by stop conditions for stopping before the intersection and entry conditions for entering the intersection, according to the speed of an examinee's vehicle traveling toward the intersection, the distance to the intersection, and the yellow signal start point of time and the yellow signal time of a traffic light, and displays the information on a display unit 30. An examinee performs drive operations with a drive operation unit 40 while looking at video of the traffic state displayed on the display unit 30.
