PROBLEM TO BE SOLVED: To promptly and accurately estimate damage after the occurrence of a disaster.;SOLUTION: An immediate-post-disaster damage estimating part 15a estimates the seismic intensity distribution throughout an object area based on immediate-post-disaster information and earthquake disaster history information, and estimates the damage occurrence ratio of supporting structures immediately after the occurrence of an earthquake disaster based on the estimated seismic intensity distribution, blackout information confirmed throughout the object area, a damage ratio function, and a predetermined network structure. A damage estimation updating part 15b updates the damage ratio function based on earthquake disaster information updated after the occurrence of the earthquake disaster and damage information on the supporting structures confirmed in an already inspected area, and thus, updates estimation of the damage occurrence ratio of the supporting structures in the predetermined network structure in a not-yet-inspected area. An earthquake damage estimation map producing part 15c produces an earthquake damage estimation map estimated by the immediate-post-disaster damage estimating part 15a and the damage estimation updating part 15b, and displays it on a monitor.;COPYRIGHT: (C)2009,JPO&INPIT
