PROBLEM TO BE SOLVED: To allow the editing of a control rule for channel-crossing information delivery, the operation confirmation by executing the control rule in a virtual time, and the reset of an unexecuted control rule.;SOLUTION: This device comprises an editing device 5100 for acquiring an event list and an action list from an event generator for generating events and an action execution device for updating contents, respectively, combining them to form two or more interlocking rules, and registering them in a synchronous control device as control scenario; a monitoring device 5200 for monitoring the execution result of the control scenario; a temporary execution device 5300 for manually generating the event while regenerating the control scenario in the virtual time to temporarily execute the interlocking rule; a switching device 5400 for switching each device described above; a storage device 5500; and a communication device 5600.;COPYRIGHT: (C)2003,JPO
