PROBLEM TO BE SOLVED: To create a course enabling an efficient circuit.;SOLUTION: A course creation system 100 creates a course of article delivery in a region including a plurality of circuit points. In consideration of information on times for delivery to the circuit points or information on amounts of article delivery to the circuit points, a course mode selection part 162 selects which of a plurality of delivery methods is for delivery to each circuit point. For every delivery method, a store selection part 112 sequentially selects circuit points to be included in the same course. A calculation processing part 116 calculates a first statistic depending on the times for delivery to the selected circuit points, and a second statistic depending on the amounts of article delivery to the selected circuit points.
