PROBLEM TO BE SOLVED: To create objectively a plurality of rounding courses along which efficient rounding can be performed in an area.;SOLUTION: This course creation system 100 creates the plurality of rounding courses in the area including a plurality of rounding points. The course creation system 100 includes a retrieval range setting part 160 and a store selection part 112. The retrieval range setting part 160 sets a retrieval range of the rounding points included in the same course, concerning a region where an axis passes when the axis having a base as one end is rotated at a prescribed angle around the base in the area.
