Important image detection device, important image detection method, program and recording medium as well as the important image detection system

PPROBLEM TO BE SOLVED: To provide a device and a method for important image detection, a program, a recording medium, and a system for important image detection for extracting an artificial image including important information that a user considers to be important in a moving picture such as a TV picture. PSOLUTION: The important image detecting device consists of: a still picture extraction part 10 which detects an appearance period wherein a still picture appears from an input image; and an important image decision part 20 equipped with a color information acquisition part which acquires color information from the still picture, an artificial image decision part which decides whether the still picture is an artificial image according to the color information, a character information extraction part which extracts character information of the picture decided to be an artificial image, and a decision means which judges whether the picture from which the character information is extracted is the important image on the basis of the background color and character color of the picture and outputs only an image which is determined to be an important image.
