PPROBLEM TO BE SOLVED: To provide a digital video signal recording/reproducing device that improves processing performance by dispensing with decoding in storage, and dispenses with n-fold speed capability. PSOLUTION: The digital video signal recording/reproducing device comprises an index creation means 4 for creating an index having information only on the top position of a picture, based on the value of a payload unit start indicator in a TS header that each TS packet for composing a received cipher stream has; a picture type determination means 7 for determining a picture type by obtaining the top of the picture based on the index, and by decoding a picture type field in the payload of the TS packet that is the top of the picture; an index completion means 8 for completing the index by adding information on the obtained picture type to the index; and a payload decoding means 9 for decoding the payload of an I picture for reproduction based on the completed index.
