PPROBLEM TO BE SOLVED: To provide a system that enables conversion of a general-purpose prepaid card to a desired particular prepaid card. PSOLUTION: The system 10 comprises a PIN number DB 49 for storing PIN numbers relating money information to character strings, general-purpose prepaid cards 51 with PIN numbers recorded, a prepaid card information DB 63 for storing information on a plurality of dedicated prepaid cards, and an authentication processing part 61 for certifying a balance related to a PIN number input from a card issuance terminal 14 as user-held money. The system 10 further comprises means for displaying a list of the dedicated prepaid cards on a display 36 to ask a selection of a desired dedicated prepaid card, means for transmitting necessary information to the terminal 14 when prepaid card selection information is input, a card issuance part 66 for printing the information on a card to form the dedicated prepaid card 76, and means for subtracting a face value from the money information on the PIN number.
