The invention relates to communication engineering and is used for providing services to a user by an information provider. The inventive mobile communication system with a content provider access comprises a plurality of mobile communication devices which are connected, by means of the gateway of a mobile communication operator, to a content provider connected to a billing system, which is linked to a payment system. The mobile communication device is designed as to transmit a request to the content provider and to receive therefrom the data items, which contain advertising materials of the titles in the form of a banner, to be stored in the memory device thereof. The content provider is designed as to form data items containing advertising materials with a title in the form of a banner and to transmit said advertising materials to the mobile communication devices upon the request therefrom. A single cheap payment code is assigned to each banner. The billing system consists of a computer, a user's payment unit, a user's credit card unit and a bonus unit.
