From a business process record storing a working result of each business process executed by a personnel, the average business process time of each business process executed by a personnel is calculated, based on the average business process time of a personnel an expected education effect time representing a business execution time which is expected to be shortened after education of a personnel is calculated for every business process, and then a personnel to receive personnel education is selected from the expected education effect time calculated for every business process based on predetermined conditions. That is, assuming that the same education is performed, a personnel for whom an improvement of ability after the education or an effect for a company hiring the personel can be most expected can be selected with high precision.
