ENCODED DATA EDITION METHOD, DEVICE, PROGRAM, AND MEDIUM

Provided is an encoded data edition method which applies an Open GOP to the dynamic image compression standard H. 264 and edits encoded video data by using a B picture which can be referenced. The method includes: an Open GOP judgment step; an IDR I picture conversion step; a step for deleting a B picture which can be referenced; a step for detecting a reference relationship destroying picture; a restoration judgment step which rewrites a slice header of the reference relationship destroying picture so as to judge whether the reference relationship can be restored; a slice header rewrite step for rewriting the slice header of the reference relationship destroying picture if it is judged that restoration is possible; and a macro block layer rewrite step for rewriting a macro block layer of the reference relationship destroying picture if it is judged that restoration is impossible.
