A measurement unit which measures side-channel information relating to an encryption device to be evaluated, a noise elimination unit which eliminates noise from the measured side-channel information by a band-pass filter (BPF), a pass-band determination unit which determines the pass band of the band-pass filter, and a DSCA (differential side-channel analysis) evaluation unit which evaluates resistance against differential side-channel analysis are included. It is preferable that the pass-band determination unit includes a DFT process section and a power spectrum analysis section or includes the DFT process section and a DFA process section.
