A high-speed motion compensation apparatus and a method thereof are provided to manage overlapped reference pixels and arrange the reference pixels distributed in word addresses, efficiently, thereby reducing the number of times of memory access. A bus interface unit(100) reads reference pixels after approaching an external memory(1100) through a bus(1200), arranges the reference pixels, and then temporarily stores them. A buffer part(200) stores and manages overlapped reference pixels among the reference pixels used for generating each sub pixel. By using the reference pixels outputted from the bus interface unit, an interpolation part(900) generates the first half pixels, the second half pixels, the first quarter pixels and the second quarter pixels. By using the reference pixels and motion vector outputted from the bus interface unit, a chroma filter part(600) generates and outputs chroma pixels.
