A system for improving power factor of no-load start-up transformer of a power plant is provided to reduce a power generating cost and a power factor cost by improving power factor of a no-load start-up transformer. A blocking system blocks an error current when a series reactor(30) and a condenser(50) break down. The blocking system includes a power fuse(10) and a vacuum contact switch(20). The series reactor removes harmonic generated in the condenser. If the vacuum contact switch is opened, a discharge coil(40) discharges a residual voltage of the condenser to a ground. The condenser generates a leading reactive power. The condenser is a 1 series 2 parallel 3 bushing type condenser. A digital protection relay(70) includes functions of OCR(Over Current Relay) and OCGR(Over Current Ground Relay).
