The device has an LED e.g. blue LED, and partially transparent material e.g. silicon and organic polymer e.g. polymethyl methacrylate or polyimide, photo-sensitive glass and ceramic material, surrounding the LED in a direction of light emitted by the LED. Chemical and/or physical characteristic of a part of the partially transparent material is volume-modulated by reciprocal effect with laser beam while the characteristic does not influence surface of the partially transparent material.
