PSOLUTION: This invention provides this resistance layer formation suppression coat layer covered positive electrode active material which has a positive electrode active material, and a resistance layer formation suppression coat layer covering a surface of the positive electrode active material, and is characterized in that fine particles of the positive electrode active material are not included in the resistance layer formation suppression coat layer, whereby the above problem is solved.
