PROBLEM TO BE SOLVED: To remove noise components from a speech voice at high precision without necessity to mount a noise cancellation function on a mobile communication terminal.;SOLUTION: A terminal detection unit in a fixed range 35 detects circuits during voice communication, and detects other mobile communication terminals (lines) which exist in a fixed distance range for mobile communication terminals of noise elimination target lines out of a plurality of circuits during voice communication. A sound data collection unit 36 collects sound data of the other mobile communication terminals detected by the terminal detection unit in the fixed range 35. A sound data analysis-noise component discrimination unit 37 analyzes the sound data collected by the sound data collection unit 36, detects common frequency components, and discriminates the frequency components as a noise component.
