PPROBLEM TO BE SOLVED: To provide a cooling device for a heating element housing apparatus whose costs are significantly reduced and which informs the result of the determination of a system voltage provided with resistance to electrical noise, and to provide the heating element housing apparatus that uses the same. PSOLUTION: A control device 15 detects a first system voltage determination value 22 and a second system voltage determination value 24, by using a first timer 26 and a second timer 27 and determines a first system voltage and a second system voltage of a direct-current power supply V1, while monitoring a direct-current voltage V1 which is supplied from the heating element housing apparatus on the time management basis. It can allow a first blower fan 12 and a second blower fan 13 of the cooling device 6 for the heating element housing apparatus, according to the system voltages to make it operate optimally.
