PROBLEM TO BE SOLVED: To sell eatables and drinkables only to a user of a vehicle under traveling on a road in congestion, and to allow the user to receive the eatables and drinkables in a desired time.;SOLUTION: This food and drink home-delivery request server 30 selects a user terminal which is under the congestion in the present and which is predicted to require a prescribed time or more for passing the congestion, out of the user terminals 10₁-10_n, when receiving congestion information from a congestion information server 20, and stimulates an order of the eatables and drinkables by home-delivery vending in the congestion. When the user terminal issues a reply of ordering the eatables and drinkables, a position of the user terminal in a desired distribution time assigned by the reply is calculated to select a food and drink distributor shop terminal nearest to the calculated position, out of food and drink distributor shops 40₁-40_m.
