PPROBLEM TO BE SOLVED: To provide an area-specific environment providing control system and its method and program, having improved productivity as required while saving energy. PSOLUTION: The area-specific environment providing control system 1 controls an environment providing device. The area-specific environment providing control system 1 comprises a desired period input part 21 and an environment providing control part 13. The environment providing device provides environment for a plurality of areas. To the desired period input part 21, a desired period is input from at least one of a person or a group belonging to each area. The desired period is a period for which comfortable environment is desired. The environment providing control part 13 provides the comfortable environment for the desired period in accordance with the desired period input to the desired period input part and controls the environment to be provided for each area so that an average value for the environment provided for a preset period including the desired period gets to a preset target value.
