PROBLEM TO BE SOLVED: To provide a radio scheduling device capable of supplying delay guarantee in a radio zone, and improving a radio frequency utilization efficiency.;SOLUTION: The radio scheduling device comprises a long zone selector 23 and a short zone selector 24. The long zone selector 23 conducts screening a radio flow candidate to be assigned with an access right in a long zone including a plurality of periods when one access right becomes effective based on urgency of a radio flow, and conducts classification for a type of the radio flow, based on a request to delay quality.
