PURPOSE: An assembly for soundproofing and vibration-proof a ceiling frame and an installation method thereof are provided to minimize or remove the interlayer noise of an apartment.;CONSTITUTION: An assembly for soundproofing and vibration-proof a ceiling frame is composed of an upper link(60), a lower link(70), a fixing plate(82), a disk(84), a first permanent magnet, a second permanent magnet, and a rotary bar(86). The upper link is combined to a horizontal frame. The lower link crosses the lower link and is combined to a vertical frame. The fixing plate is connected to a side of the upper link and has a first housing space. The disk is connected to a side of the lower link. The disk and the fixing plate face each other. The disk has a second housing space. The first permanent magnet is arranged in the first housing space. The second permanent magnet is arranged in the second housing space. The first and second permanent magnets face each other. The polarity of a side of the second permanent magnet is identical with the first permanent magnet. The rotary bar is connected to the disk.
