PURPOSE: An air discharging footwear or an shoe insole are provided to effectively discharge lots of air under a plantar of a user, and to prevent rainwater from inflowing inside the shoes. CONSTITUTION: An air discharging footwear or an shoe insole includes a cushion layer(10) on the bottom. The cushion layer comprises the following: an air hole(11) on the top; plural air chambers(10a) capable of restoring and compressing to the upward and the downward direction; a supporting body(10b) formed with flexible partitions(13) installed in constant intervals on a base side for sectioning the plural air chambers; a porous cushion member filling the air chamber; and a sealing sheet attached to the upper side of the flexible partitions with the air hole matching each air chambers while covering the supporting body filled with porous cushion member.
