PURPOSE: An apparatus and a method for detecting an active host of a network are provided to generate an interactive flow, thereby grasping information for a transmitting packet between a host belonging to a detection target network and a host belonging to an external network. CONSTITUTION: An effective flow distinguishing unit(140) distinguishes whether an interactive flow is an effective flow including a packet transmitted through a detection target network. An active host determining unit(150) determines a host which transceives the packet in the effective flow among hosts as an active host. The active host uses the detection target network.
