PURPOSE: A construction method and a construction device for rapidly replacing an upper structure of a bridge using a cable hauling machine, a temporary lifter, and a horizontal moving member are provided to reduce time required for replacing an upper structure of a bridge. CONSTITUTION: A construction method for rapidly replacing an upper structure of a bridge using a cable hauling machine, a temporary lifter, and a horizontal moving member is as follows. Lifting devices(10) are installed in both piers(100). A temporary lifter(20) is installed under a replaced upper structure(1) between the piers. The temporary lifter is ascended by the lifting devices to a position in which a bridge upper structure(3a) can be horizontally moved. The replaced upper structure is drawn to the bridge upper structure and is eliminated on the top of the temporary lifter.
