A method and an apparatus of measuring qualities of steel sheets for porcelain enamel are economically efficient by enabling quality evaluation to be performed concretely and exactly with respect to the steel sheets for porcelain enamel in a short time by using simple equipment. A method of measuring quality of a steel sheet for porcelain enamel comprises the steps of: coating one side of the steel sheet for porcelain enamel with enamel(frit), and drying and firing the enamel-coated steel sheet for porcelain enamel to prepare a test piece(11) coated with porcelain enamel; sealing a side of the test piece that is not coated with porcelain enamel and fixing the sealed test piece to an opening part(2) of a hydrogen generating electrolyzer(1) which comprises an electrode and an electrolytic solution supply pipe(3), and which is opened such that the opening part is sealed by a test piece in a standing state; supplying an electrolytic solution to the hydrogen generating electrolyzer, connecting a cathode of a power supply unit with the test piece and connecting an anode with the electrode, thereby supplying an electric current to the cathode and anode to decompose hydrogen; and measuring a time taken from a time point when the electric current is supplied to a time point when fragments(fish scales) are generated while observing the porcelain enamel-coated side of the test piece.
