PROBLEM TO BE SOLVED: To provide a method to manufacture a toner satisfying both heat-resistant shelf life and low-temperature adhesion by wrapping heteroaggregation in a favorable manner even if the thickness of shell layer is reduced, and to provide the toner.SOLUTION: A method to manufacture a toner for electrostatically-charged image development includes: a process to produce water-based fluid dispersion of heteroaggregation which contains at least a resin particle and a coloring material; and a process to produce a shell layer by adding a polymerizable monomer to the water-based fluid dispersion of heteroaggregation in the presence of a polymerization initiator, and by providing seed polymerization of the polymerizable monomer to a surface of the heteroaggregation.
